[Warlord-CCG] Celinar guard

Hi all.
Question for official rulers:
 
The Celinar Guard make a spend order to became an item.
When it became so, it IS SPENT or READY?
This case, for me, is different from black moss (as somebody tell) because black moss don't change nothing, while CG beacme a DIFFERENT thing.
